Performance Management and Awards Committee Holds Meeting at Supreme Court

The Judiciary's Performance Management and Awards Committee this afternoon held a meeting at Boardroom 4, Level 4, Supreme Court in Kampala to review progress on the roadmap for implementing the Performance Enhancement Tool within the institution.

The meeting was chaired by Justice Mike Chibita, Justice of the Supreme Court and Chairperson of the Committee. In his opening remarks, Justice Chibita welcomed members and thanked them for their presence. He expressed optimism about the Committee's work and underscored the importance of consistency in performance tracking. "I hope from the past meeting we have done what we were supposed to do, captured what we are supposed to capture, and that the feedback generated will help us proceed effectively," he said.

Discussions during the meeting focused on receiving feedback on resolutions made in the previous sitting, with the aim of ensuring the launch and effective use of a strong performance management system, while refining strategies to strengthen performance management within the Judiciary. Members also emphasized the need for capacity building, recommending that the Committee organize training on performance planning. It was agreed that such training should extend not only to members of the Committee but also to selected judicial and non-judicial staff, to enhance alignment and efficiency in performance planning and monitoring.

The Performance Management and Awards Committee was formally established under Statutory Instrument No. 93 of 2023, titled : Administration of the Judiciary(Establishment of Committees) Regulations, 2023". The Regulations, made under Article 133(1)(b) of the Constitution and Sections 6, 7(4), and 40 of the Administration of the Judiciary Act, 2020, came into force in November 2023.They define the Committee's mandate of tracking performance, recognizing excellence, and recommending measures for continuous improvement.

Although performance management initiatives-such as the Performance Enhancement Tool (PET)introduced in 2019-existed earlier, the 2023 Regulations marked the first formal statutory establishment of the Committee in its current structure.
